Can anyone confirm that the use of Slater Lures are not permitted in Manitoba because of the 3 hook design?

Pretty gimmicky looking lure if you ask me! Don't know why anyone would need or use that thing?

Most lures catch fishermen... but I can see this maybe working with three salties on it. Makes it look like a baitball.
