Looking to put a deck on my boat trailer to transport a 400 pound sled. I'm not too familiar with weight distribution of trailers, would the fact that the tongue is so long and the axle being a bit further back than most utility trailers make it a bad idea? Looking for any input before I make a big mistake.

Mpi would have nothing to say if your "boat" trailer was used as a "snowmobile" trailer. It's registered and insured as just that a "trailer".
Will be completely fine. Just make sure you have enough tongue weight, that's all you should be worried about.
I would put the sled on a sheet of plywood on the trailer with a scale under the tongue/tongue jack. Then find out where the sled would have to be on the trailer. I would think you would like about 50/75lbs. That way you could determine where you need anchor points to tie down to.
